China Reports Major Progress in Marine Ecological Protection and Bay Restoration

China has achieved significant progress in marine ecological protection and restoration, with official data showing substantial improvements in coastal water quality and biodiversity along the nation's extensive coastline, according to the latest report from China's State Council.

The country's 283 bays are now subject to comprehensive monitoring and restoration efforts, with 168 bays reporting excellent water quality across more than 85 percent of their area, while 117 bays have achieved excellent water quality throughout their entire waters. These results reflect a multi-pronged approach combining strict pollution discharge controls, industrial restructuring and upgrading, and targeted marine ecological restoration projects.

In Haikou Bay, Hainan Province, authorities are conducting comprehensive patrols using a dual approach of manual ground inspections combined with drone aerial surveillance. This methodology allows for thorough monitoring of beach waste and sea discharge outlets, contributing to the continuous improvement of the marine water ecological environment.

Xiamen in Fujian Province has become the first city in China to achieve the designation of a "Beautiful Bay" across its entire urban area. The city is accelerating the green transformation of its ports, replacing traditional fuel-powered vessels with electric alternatives. Local authorities have also taken steps to phase out non-standard aquaculture operations and rehabilitate coastal shorelines, enabling residents to stroll along the waterfront as part of their daily routine.

Cross-regional collaborative governance has opened new avenues for bay area restoration. Shenzhen and Hong Kong have deepened cooperation on the protection of Dapeng Bay through a coordinated mechanism encompassing planning, monitoring, governance, and results-sharing. This partnership addresses longstanding challenges in cross-jurisdictional treatment and protection of coastal mudflats. The two cities have also established regular coral conservation and beach cleaning initiatives, with more than 60,000 coral seedlings jointly cultivated showing favorable growth conditions.

The achievements extend to wildlife conservation as well. Monitoring data indicates that critical habitats for rare and endangered species, including the Chinese white dolphin (Indo-Pacific humpback dolphin), spotted seals, and spoon-billed sandpipers, have received effective protection through these comprehensive marine conservation efforts.

China's coastline stretches thousands of kilometers along multiple sea regions, making bay management a complex but strategically important undertaking. The "Beautiful Bay" initiative represents a flagship program under China's broader marine ecological civilization framework, which seeks to harmonize economic development with environmental protection in coastal zones.

Environmental experts have noted that China's systematic approach to marine restoration combining legal enforcement, technological innovation, and interregional cooperation offers valuable lessons for coastal conservation globally. The emphasis on public access to clean waterfronts also reflects a growing recognition of the social and recreational value of healthy marine ecosystems.

The progress in marine ecological protection comes as part of China's broader environmental governance efforts, which have seen increased investment in pollution control, renewable energy transition, and ecological conservation projects across both terrestrial and marine environments in recent years.
