Chinese Premier Chairs State Council Executive Meeting on Budget Audit and National Development

BEIJING, June 12 -- Chinese Premier Li Qiang presided over a State Council executive meeting on Thursday that addressed critical issues across multiple domains including fiscal oversight, technological advancement, education, environmental protection, and public safety legislation.

A primary focus of the meeting was the comprehensive review of audit findings regarding the 2025 central budget execution. The State Council determined that categorized lists of identified problems must be developed alongside specific rectification measures to ensure thorough and effective corrective actions. The meeting emphasized the importance of strengthening budget management systems and deepening fiscal and tax system reforms to enhance science-based fiscal governance effectiveness.

Attendees received detailed briefings on the implementation of initiatives proposed at the National Science and Technology Conference. The State Council resolved to efficiently execute major national scientific and technological tasks, improve diverse investment mechanisms, and strengthen coordination in cultivating, attracting, and retaining top-tier talent. These measures reflect China commitment to advancing its technological self-reliance and innovation capacity on the global stage.

The meeting reviewed and officially approved the 15th Five-Year Plan for Education development covering the period 2026 to 2030. This comprehensive plan emphasizes building a high-level teaching workforce, expanding high-standard educational opening up, comprehensively improving the quality and accessibility of public education services, and better cordinating educational resource allocation across regions. The plan reflects China priority on education as fundamental to national development and h 45man capital building.

Furthermore, the State Council deliberated and approved the 15th Five-Year Plan for Building a Beautiful China. This environmental initiative calls for improving ecosystem protection and restoration in a coordinated manner, actively responding to climate change challenges, and accelerating the development and adoption of green production models and sustainable lifestyles. The plan demonstrates China edicated approach to balancing economic development with ecological preservation and environmental sustainability goals.

A draft revision of the Road Traffic Safety Law was also discussed and approved in principle at the meeting. The State Council decided to submit this important legislative draft to the Standing Committee of the National Peoples Congress for deliberation. The proposed revisions aim to address contemporary traffic safety challenges and enhance road user protection through updated regulatory frameworks.

These deliberations demonstrate the State Council comprehensive approach to governing, balancing fiscal responsibility, technological advancement, educational development, environmental protection, and public safety improvements to support China continued development and modernization efforts.
